Non-cooperation is a key component of nonviolent resistance, and was a hallmark of the Civil Rights movement, as well as having been a successful strategy for striking back against authoritarian regimes all over the world and throughout history. Non-cooperation is best aimed at the pillars that in good times support a healthy society, but in bad times can be forced to serve an authoritarian regime. The main pillars are Business, Labor, Faith Organizations, Educational Institutions, the Civil Service, the Military and Police. (I would include the Media and Health Care, and you can probably think of some others.)I think targeted emailing I have been doing in Alabama directed at the legal profession, chambers of commerce, local TV stations, educational institutions, churches, and public health constituents has potential for being strong "non-cooperation."
